The Merit Award is bestowed to someone who distinguishes himself in his chosen field of endeavor in a manner that brings renown to Cathedral Latin School.

Patrick Oliver served for many years as a law enforcement executive. He possesses a Bachelor of Arts Degree in Criminal Justice from Baldwin Wallace College; a Master's Degree in Business Administration from Baldwin Wallace College; and a PhD in Leadership and Change from Antioch University in Yellow Springs, Ohio. Dr. Oliver is a graduate of the FBI's Law Enforcement Executive Development School and a graduate of Ohio Association Chiefs of Police Executive Leadership College.

Patrick's law enforcement experience is distinguished. He served as Chief of Police for the City of Fairborn, Ohio and the City of Grandview Heights, Ohio. He also served as Interim Chief of Police for the Village of Lincoln Heights, Ohio. Patrick served as a Trooper for the Ohio State Highway Patrol. He was Ranger Chief for the Cleveland Metropolitan Park District and was the first African American Chief of Police for the City of Cleveland.

Dr. Oliver is currently an Associate Professor and Director of the Criminal Justice Program at Cedarville University. He is the founder and Director of the National Organization of Black Law Enforcement Executives Mentor Program for aspiring police chiefs.
